As part of the Queen's Jubilee Celebrations, St John's Church, Egham will be hosting a Cream Tea and Concert on Sunday, June 3rd.

It occurred to me that I don't know of any successful business leaders, who would risk an £85bn structural change to their organisations, without a guaranteed outcome.

And yet this Government is planning to push through an £85bn NHS Reform Bill, supported by vague and untested plans and an unpublished 'Risk Register'.

I lost a huge amount of confidence in this Government's tactical and strategic capabilities, over the 'School Boy' errors associated with the Tuition Fees fiasco. And I haven't seen any blinding success stories to promote any confidence in them since.

My own view is that this Government lacks skill, expertise, capability and the experience, to deliver an £85bn NHS Reform Bill, without causing costly and irreparable damage.

Looking at a more recent Government lead NHS initiative, the £7,000,000,000 "NHS National Programme for IT" project was abandoned after it hit £23,000,000,000. This is £16,000,000,000 more than originally budgeted whilst the project was left unfinished.

I suspect those within the Department for Health are still fundamentally the same group of people who will deliver Mr Cameron's £85bn NHS Reform Bill, which unfortunately fills me with horror.
Project 2000 Nurses was yet another gargantuan mistake introduced by Conservatives in the early 1990's. More 'School Boy' errors left unmedicated to erode the Nursing Profession for over 10 years.

The NHS can be reformed but not by a lazy wave of an £85bn magic wand. As Gerry Robinson demonstrated in his BBC documentary "Can Gerry Robinson Fix the NHS?", it's a long frustrating uphill struggle but not unachievable.

Our current stock of Ministers are exceptionally well qualified in Politics but appear to lack all of the basic practical skills and experience needed to design and instigate a consultative and measured 'Gerry Robinson' style approach to NHS reform.

There are about 306 Conservative MPs and around 57 Liberal Democrat MPs in the House of Commons. For this Bill to succeed, it requires a majority backing. I think its high time these 363 MPs represented the views and interests of their Constituents over and above the interests of Self and Party. To this end, I would gladly see the Bill waved through if all those who supported and believed in it, pledged their worldly possessions and swore an oath to resign from their positions, parties and public life in the event of failure. This would focus their minds on perhaps the only risks they really care about. The Bill would instantly be declared DOA.

If you are going to gamble with our capital and our assets, there needs to be an incentive to get it right first time.

The NHS doesn't need more 'Competition' and privatisation by stealth; it needs the capability to deliver consistent 'Standards' of Healthcare. Get it right and the service delivery costs become both manageable and predictable.

Free childrens' summer activities will take place at The Hythe Centre Open Space on Wednesday, August 31, from 1pm until 3pm.

Police officers will be keeping an eye out for motorists who have parked in an anti-social manner in response to concerns raised by the public.

Following complaints made to the local safer neighbourhood team, police officers in Egham town centre will be looking to ticket vehicles, or advise the owners of vehicles, parked in such a manner as to cause an obstruction.

The mini-beasts and wild animals of Runnymede Meadow can be explored by children and their families during a special exploration day organised by the National Trust on Sunday, July 17.

The National Trust ranger will be on hand for the Nature Detectives Day, to help identify animals, their tracks, their food and other wildlife.

A lovely bit of Tory propaganda dropped through my door today.

It says "AV would lead to more hung parliaments, backroom deals and broken promises".

Wait a minute, isn't that what the 'First Past the Post' system has already delivered?

I think the problem is less about how we elect our Parliamentary representatives and more about our tribal Party system, the candidates they deliver and what motivates them.

I think we need a better mix of real people who's primary interest is in representing their Constituents as opposed to furthering the interests of Political Parties and Political Careers.

In order to occupy a seat in the House of Commons, one has to have been elected. Once you're there, your job, irrespective of whether you are a member of the Governing Party, is to safeguard the interests of those whom you represent, i.e. your Constituents.

So I will leave you with this thought.

If you occupy an opposition seat in the House of Commons and the current Governing Political Party is making a mess of the economy, what to you do?
Do you keep quiet and let them 'bumble' along so they will be kicked out at the next election? Or do you stand up and highlight the error of their ways and attempt to steer them in the right direction, overt disaster and safeguard the interests of your Constituents?

I've lost count of the number of times the Tories have justified their actions through making references to the 'economic mess they've inherited' but is this a legitimate excuse?

During the Blair/Brown Government, the Tories were the largest opposition Party and yet I don't recall the Tories ringing the alarm bells of economic doom. Do you? Were they asleep or were they simply waiting to capitalise on the mistakes for Party Political advantage?

Even if the Tories had intervened at an early stage, I expect that this would not have furthered the interests of the Conservative Party. They would have needed to be instrumental in promoting an overhaul of Financial Regulation; where you will most likely find the highest density of Conservative Voters. A big risk for a Political Party.

So who is more important, you or the Political Party Machine? My own view is that a Party System does not breed good Governance, it is too divisive. Irrespective, we are paying a huge price for the lack of early intervention. Why?

I do however recall on Radio 4, probably back in 2006, Alan Greenspan, the former Chairman of the US's Federal Reserve predicting the risks around Collateralised Debt Obligations and the possibility of Banks failing. So how is it the Banking collapse appeared to take our Government and Opposition Parties by surprise? Maybe they were too preoccupied with expenses or Fox Hunting?

I suspect that AV will fracture the Party Machine stranglehold on British Politics and serve to introduce a less Party motivated and more Public Spirited blend of MPs and system of Government..

Let's see what happens tomorrow.

Today I was asked to sign an on-line 'Save Our Forests' petition, which has already collected 450,000 objections to the proposed government sell-off.

The Forestry Commission manage nearly a million hectares of National forest land and plant around 24 million trees every year. They sustainably harvest almost five million tonnes of wood every year from Britain's public forests. That's around 44 per cent of total domestic production or 300 truckloads every day, from which the revenue is used to offset the cost of woodland management.

So why would a 'Big Society' driven Conservative government focus on selling off our national woodlands? You can't build on a forest and you can't chop it down and sell-off all of the wood. Where is the value to the purchaser?

In may 2010, the Government introduced the Carbon Reduction Commitment (CRC). A new form of Carbon Tax which requires some businesses to pay £12 / Tonne of CO2 they create. Soon all business will probably have to pay for the energy they uses and pay a separate Tax for the CO2 they create. No doubt that once the Carbon Tax gains traction, 1 Tonne of CO2 will rise to £18, then £24, etc, etc.

I think the real agenda behind the sell-off and privatisation of the nation's forests is to allow private enterprise to cash-in on the future Carbon Offset opportunities.

True Personal Carbon Taxation doesn't yet exist, so the value of a 100 - 300 year old protected mature forest is relatively low but the value of woodland in the future could well increase 100 fold, when it's introduced. Why sell any more woodland when the 'wodland market is low'?. Carbon Trading is already big business and set to grow.

It's also a bit tricky for government to introduce Personal Carbon Taxation when you currently have a stake in 1,000,000 hectares of woodland, funded from taxation.

Surely the 'Big Society' focussed government would seek to preserve your interests in the national carbon-offset assets, rather than sell them for private enterprise to exploit, when future legislation comes into force? Has Thatcher-ism returned?

Conservation volunteers will be undertaking maintenance at Butts Pond on Staines Moor on Sunday, February 6 at 10am.
